Preventing cellular mobile network overload
During catastrophic events like earthquakes, cellular telephone networks have experienced traffic overload, and subsequently, network failure. In response to this, the CAUTION platform was designed to bridge telephone networks for mission critical users, thus facilitating efficient and successfully coordinated telecommunications between all parties.


Third report on the development of the telecommunications services markets in the EU candidate countries is now being released

IBM Business Consulting Services (formerly PwC Consulting) was commissioned by the Directorate General Information Society of the European Commission to prepare four semi-annual reports on the development of the telecommunications services markets in the EU candidate countries. The work has been done with the full cooperation of the national authorities and the 3rd report is now being released.


2003 telecommunications and IT forum: from visions to solutions
  The fifth annual telecommunications and IT forum entitled 'from visions to solutions 2003' will take place on 18 and 19 September in Pärnu, Estonia.
The two major themes of this year's event will be cooperation and competition. With competition between the information technology industries of the EU, America and Asia as fierce as ever, the forum will ask whether an enlarged Europe can maintain or increase its position in the global market.
Delegates will also hear presentations on how Baltic companies can be considered attractive business partners and collaborators in joint projects.
Speakers will include representatives from the Commission, European high-tech businesses, and national governments.

 EU - Ministers approve plans for European Network and Information Security Agency
The Telecommunications Council agreed on 5 June to set up a European Network and Information Security Agency. The EU's telecommunications ministers endorsed in principle on 5 June plans to create the European Network and Information Security Agency. The UK and Germany abstained in the voting. The new body would function as an advisory body on how to combat hacking, virus attacks and threats to information networks, and it would also formulate pan-EU guidelines. The text of the general approach includes the following changes in relation to the Commission's initial proposal: Limitation of the Agency's activities to an advisory role and delet! ion of provisions concerning an advisory board; Modification of the composition of the Management Board to include one representative of each Member State, three representatives appointed by the Commission and one representative each (without the right to vote) of the information and consumer technologies industry, consumer groups and academic experts in network and information security; Extension of the Management Board's functions and of its involvement in the day-to-day operation of the Agency.


IT&T 2003 conference, Ireland
  IT&T 2003, a leading annual event for the Irish telecommunications sector, will take place in Letterkenny, Ireland, from 22 to 23 October 2003.
The event is an opportunity for researchers to meet with peers, to build contacts and to examine the research opportunities within the telecommunications industry.
Activities at the conference will include presentations by international speakers from industry and funding agencies, and technical papers on a range of topics including wireless, mobile and satellite systems and telecommunication network and service management.
