EU - REPORT ON E-COMMERCE DIRECTIVE
The Commission published a Report on the application of Directive 2000/31/EC on electronic commerce. The Report concludes that the objectives of the Directive have been met and that a sound framework for information society services has been implemented in the EU Member States.

Abstract : Lack of security and consumer trust in Internet payments has been repeatedly reported as one of the most important factors hindering the development of e-commerce. This paper focuses on the nature and size of the I-payment fraud problem and analyses the potential that "soft" or non-technology based measures may have in increasing I-payments security and consumer trust. Measures such as consumer awareness and education, the limitation of consumer liabilities in case of fraud, the provision of redress mechanisms, and the use of merchant trust marks are analysed, and a number of questions of policy relevance are addressed.
